As an EMT/Paramedic, Bernard has seen firsthand how a broken system forces families to choose between a doctor's visit and putting food on the table. No one should go bankrupt by getting sick. His policy proposal, the American Healthcare for All Act, would establish a single-payor, universal healthcare system that covers primary and preventive care, emergency hospital services, prescription drugs, and expands urgent care and telehealth services.

The American Workforce Pathways Act funds trade and career education in every public high school through $10 billion annually for 10 years. Students would graduate with both a diploma and an industry-recognized credential or apprenticeship. The goal is to address the national skilled labor shortage by making trade education a core part of high school.
Read full proposal →Florida's housing crisis is pricing working families out of the communities they call home. The Homes for Floridians Act restores affordability, limits corporate bulk buying of single-family homes, caps purchases at 25 per county per year, and places a moratorium on bulk transactions in high-cost areas. It offers first-time buyers up to $25,000 in down payment assistance and a 30-day head start over corporate bidders. The bill also funds affordable housing construction and limits rent increases in federally financed properties.
Read full proposal →Our beaches, state parks, natural areas, rivers, lakes and wildlife drive our ecotourism economy, with nature-focused activities supporting over 50,000 jobs. State and federal water management policies have failed to prioritize downstream community and water quality. Bernard developed the Treasure Coast Clean Water Act to prevent, mitigate, and clean up harmful algal blooms through stricter pollution controls, water infrastructure upgrades, and improved oversight, including increasing penalties for corporate and agricultural polluters, holding them accountable.

Career politicians in Washington have forgotten who they work for. Bernard supports congressional term limits to bring fresh leadership to Congress and ensure our representatives remain accountable to the people and not decades of accumulated special-interest relationships.
A broken immigration system hurts everyone. Bernard believes the harmful actions from ICE and CBP must be stopped. He is committed to working across party lines on immigration policy that creates pathways to citizenship and prevent family separation and community disruption.
Members of Congress should not be allowed to profit off of their seat while everyday Americans struggle. Bernard supports a full ban on congressional stock trading to restore public trust and eliminate conflicts of interest in our government.
As a strong believer in supporting human rights and the dignity of every person, Bernard will stand for policies that defend equal protection under the law, expand access to opportunity, and ensure that civil rights are upheld in our communities, workplaces and institutions.
Laws should be applied fairly and consistently such that every person and institution is accountable to the same standards. In Congress, Bernard will protect the independence of our courts, strengthen public trust in democratic institutions, and ensure that justice is accessible, transparent, and equal for all.
